Requiring an ISSN is reasonably legitimate. It might not be explicitly
required in any official policies, but it's an easy way of ensuring
that the periodical in question has taken the effort to appear
legitimate and it keeps the catalogers happy. (Not annoying Technical
Services is always a good thing.)
Also, ISSNs are free. (Well, the cost of a postage stamp or fax.) The
national center in the U.S. is the Library of Congress, and it's a
simple one-page application form. http://www.loc.gov/issn/
