Alan Thomas could give you a better view of how legitimate ISSN requirement is as he is currently in library work and outside of CAR-PGa, mine is in the past.

I can tell you this:
ISSN is valuable in distinguishing between similarly titled periodicals.
It gives a certain snob appeal impression (probably their concern).
CAR-PGa Newsletter has one.

And now for something completely different: Hawke's outpouring shows why you need to keep up with you participatiion in this discussion.  :-)   (Seriously, I would have hated to have missed your comments, even if they kept me up later than I had intended.)

That is useful information, thanks.
Since I had not made the requests in writing, should I try a more formal
approach? Previously is was just a verbal query. Maybe going through the
formal process in writing will make them less likely to refuse?

Also, is the ISSN requirement a legitimate issue or not?
