Just a word of caution: if you're not acquainted with Wikipedia and its ways, this could disappointing. A Wikipedia article for CAR-PGa would need to show the notability of the organization, and be based on reliable and independent sources. See

In fact, a CAR-PGa existed, but was deleted. A new attempt would have a hard stand against that backdrop.

Instead of its own article, it might be easier to create a new paragraph for CAR-PGa in an existing article, e.g. http://en.wikipedia.org/wiki/Tabletop_role-playing_game or
http://en.wikipedia.org/wiki/History_of_role-playing_games (CAR-PGa is mentioned here in a sentence). Bolstered with a few sources (third party, if possible), this might be the best way.

It might be worthwhile to discuss this with other users on the Talk page of the RPG portal first. It doesn't look very active, though.

To be absolutely honest, I don't see CAR-PGa being notable enough to warrant an article. We're a small bunch of enthusiasts in a niche hobby. Many gamers never heard about CAR-PGa - why should we be notable for the general public? See also my short text in the February '13 newsletter:
"Basically, I'm not sure what to make of CAR-PGa.  On the mailing list [Google.com discussion], there are probably 10 contributing persons.  The homepage claims that "Today, CAR-PGa's primary focus has shifted  from game defense to a study of all aspects of RPGs" - yet the list of scholarly publications seems to have last been updated in 2004.  So, I don't get to see what CAR-PGa has achieved in the area of its primary focus.  Game defense, attacks and court cases still feature prominently on the site.  This may simply be old material that nobody ever had the time to overhaul."

I'm open to be convinced otherwise, of course. Show me independent sources who say CAR-PGa is significant. Also, I'd welcome suggestion how CAR-PGa might increase and realize its potential (and make it visible to the RPG community) - but that is a different topic.
